Ms. Vichuta Ly – Executive Director

Ms. Vichuta Ly is a highly accomplished executive with extensive expertise in institutional management, policy development, strategic planning, and legal reform at both national and
international levels. She currently serves as an Advisor Board Member of the Asia-Pacific Association for Small and Medium Enterprises and Operational Advisor for the Cambodian Chamber of Commerce in Montreal, where she plays a key role in facilitating high-level engagements between government and business leaders. With a strong academic foundation, she holds degrees in biochemistry, law, and a Master’s in Biochemistry Analytic from Canada and was awarded a Chevening Fellowship at the College of London (2008) for policy development. Beyond her institutional roles, Ms. Ly is a passionate advocate for gender
equality, legal reform, and social justice. In 2002, she founded Legal Support for Children and Women (LSCW) Cambodia, an organization dedicated to protecting the rights of women
and children and preventing abuse. Through her leadership, she has played a pivotal role in developing inclusive policies, supporting sustainable business initiatives, and fostering
international collaborations. Passionate about governance reform and sustainable development, she continues to drive inclusive policies and impactful initiatives that foster
economic growth and social equity globally.

Mr. Kelvin Mo – Director of international relations

Mr. Kelvin MO is a distinguished businessman and management consultant, serving as President of the Council of the Chamber of Commerce and Industry Saint-Laurent-Mount Royal, as well as leading multiple organizations, including the Asia Pacific SME Association, Canada China SME, and the Cambodia Chamber of Commerce of Montreal. Founder of Global Health Service Group Inc. (2008) and BCMMO Inc. (2013), he has supported SMEs through his expertise in business strategy and entrepreneurship. With an Executive MBA and degrees from UQAM and the University of Montreal, he has also pursued specialized business training in China. Recognized for his leadership and innovation, he has received numerous accolades, including the Quebec Leader recognition by Les Affaires (2010), the Innovative Entrepreneur of the Year award (2010), and the National Assembly of Quebec’s Medal of Excellence (2021). His contributions to business and community development have earned him multiple honors from Quebec’s chambers of commerce and national organizations.

Mr. Vichet SAY – Technical Director

Mr. Vichet SAY is a distinguished entrepreneur and business leader serving as the Vice President of the Cambodia Chamber of Commerce in Montreal, Canada. A pioneer in the Cambodian-Canadian business community, he founded a travel agency in 1993, which became a vital resource for Cambodian immigrants, facilitating travel and cultural connections. Expanding his ventures, he launched Pocke Bowl in 2018, a successful Asian cuisine restaurant that has grown to four locations across Quebec. Beyond his business achievements, Mr. SAY is deeply
committed to community engagement, supporting cultural exchange, economic opportunities, and fostering trade relations between Canada and Cambodia. Through his leadership at the
Chamber, he plays a key role in enhancing business growth, supporting entrepreneurs, and strengthening international economic ties.

Mr. Phoalla Tuon– Director of Government Relations

Mr. Tuon Phoalla is a seasoned economic policy expert and government relations strategist with over 30 years of experience in economic development, policy formulation, international governance, and business strategy. Holding a Master’s in Economics and Policy (1994), he has been instrumental in shaping national economic strategies and policy frameworks, driving sustainable growth and investment-friendly reforms.


With over three decades of academic experience at the University of Law and Economics, Mr. Tuon has not only advanced economic research but also mentored future leaders in economic governance and business development. His extensive work in national and international economic initiatives lengths policy development, trade facilitation, and regulatory affairs, fostering productive collaboration between governments, businesses, and civil society organizations.


As Director of Government Relations, he specializes in stakeholder engagement, public-private partnerships, and high-level government liaison, ensuring that national priorities align with international economic frameworks. His expertise in negotiation, diplomatic engagement, and regulatory compliance makes him a key advocate for economic sustainability, strategic investments, and cross-sector collaboration. Mr. Tuon’s leadership continues to bridge the gap between policy and business, reinforcing his influence as a trusted figure in government affairs and economic development.
